A clear separation of responsibilities
The German Embassy in Colombo states that it does not work with so-called “visa agents”, that there is no “registered visa agent” for Germany.
A company, visa consultancy or visa agency registered in Sri Lanka does not obtain authority to advise on German immigration law merely because it is registered as a business in Sri Lanka. The same applies to a lawyer who is admitted only in Sri Lanka, even if that lawyer holds a German academic degree such as an LL.M. obtained in Germany. Neither admission as a lawyer in Sri Lanka nor a German LL.M. degree, by itself, authorises that person to provide individual legal advice on German law.
Under the German Legal Services Act (Rechtsdienstleistungsgesetz – RDG), an activity is a legal service where a specific third-party matter requires an individual legal assessment. The RDG also applies to legal services provided entirely from another country where the subject of the advice is German law. Independent legal services may only be provided where the necessary legal authorisation exists.
Within the MLC structure, German legal work is therefore handled by Law Firm MLC in Germany. MLC Lanka Partners supports the process from Sri Lanka through administrative coordination only.
Why German Bar admission matters
Lawyer Maheshi Edwards is admitted to the legal profession in the Federal Republic of Germany.
Under German law, a German-admitted Lawyer is an independent legal adviser and representative and may advise and represent clients in legal matters, subject to the applicable procedural rules.
This means that German visa and immigration matters can be legally assessed and handled by a professional who is authorised to practise German law rather than by a commercial visa agent.
Lawyer Maheshi Edwards
Lawyer Mrs. Maheshi Edwards completed her legal education in Germany and is admitted to practise law in Germany. She holds the German qualification for judicial office. The German qualification for judicial office requires completion of university legal studies and the first legal state examination, followed by the German legal traineeship (Referendariat) and the second legal state examination. The statutory preparatory service normally lasts two years and includes training at courts, a public prosecutor’s office or criminal court, an administrative authority, a law firm and additional training stations. She has also successfully completed specialist-lawyer coursework in Germany in the field of migration law. Her profile combines German legal qualification with native Sinhalese language skills and practical experience in German legal matters. This allows Sri Lankan clients to discuss complex German legal matters directly with a German-admitted Lawyer in Sinhalese, German or English.
Lawyer Mrs. Maheshi Edwards is a sworn interpreter and an authorised translator for Sinhalese, registered in Germany. This combination allows clients to receive German legal advice in their native language and, where required, obtain authorised German–Sinhalese translations from the same professional environment. The German Embassy in Colombo states that German authorities may require translations of foreign-language documents and specifically points to translators who are sworn or authorised in Germany.
What happens if my visa is refused?
A visa refusal should be reviewed individually. The appropriate next step depends on the reasons for refusal, the documents submitted and the legal circumstances of the case.
For visa refusals issued from 1 July 2025 onward, the German Embassy in Colombo states that the remonstration procedure is no longer available.
Depending on the individual case, the appropriate next step may include preparing a new visa application or examining legal proceedings before the Administrative Court in Berlin.
The legal review of a refusal, assessment of the available legal options and any legal representation are handled by Law Firm MLC in Germany under a separate legal mandate.
